مشهدان حدثا في هذا اليوم، الثلاثاء في 17 أيلول 2024، أنتجا مفارقة بالغة الدلالة.
الأول: أحزاب ومجموعات وأفراد يحتجون، اليوم، في بيروت وطرابلس وزحلة على قرار وزارة التربية فرض مساهمة مالية إلزامية -أقل ما يقال فيها إنها تشبيح- على التلاميذ اللبنانيين/ات (وغير اللبنانيين/ات)، للتسجيل في المدارس الرسمية في مرحلتي التعليم الأساسي (التي يفترض قانوناً أن تكون إلزامية ومجانية) والثانوي. يأتي هذا التحرك الاحتجاجي بعد تقديم طعن بالقرار لدى مجلس شورى الدولة وتوجيه سؤال لوزير التربية والحكومة.
الثاني: حزبا القوات اللبنانية والكتائب اختارا، اليوم، الدفاع عن مصلحة الطلاب اللبنانيين/ات وعن أن «المدرسة الرسمية للطالب اللبناني»، كما جاء في منشور لمصلحة طلاب الكتائب، بالاعتصام أمام مديرية التعليم المهني والتقني في الدكوانة، رفضاً للتعميم الذي أصدرته بالسماح للطلاب السوريين/ات بالتسجيل في المعاهد والمدارس الرسمية من دون شرط حيازة إقامة صالحة.
والحال أن المسألة الأولى، التي تخالف الدستور والقانون وتضر بعدد لا يحصى من الأسر اللبنانية الأكثر فقراً وتهميشاً، ليست مما يشغل بال هذين الحزبين، لا اليوم ولا في الأيام السابقة. وهذا ليس مستغرباً من أحزاب النظام، ومما خبرناه من تجاربها في تطويع الناس.
Contrasting Scenes in Defense of Lebanese Students’ Interests
Firstly, Yesterday, in Beirut, Tripoli, and Zahle, parties, groups, and individuals were protesting against the Ministry of Education’s decision to impose a mandatory financial contribution on Lebanese and non-Lebanese students for enrollment in public schools at the basic education level, which is legally supposed to be free and compulsory, and at the secondary level. This protest followed a legal challenge to the decision submitted to the State Council and a query directed to the Minister of Education and the government.
Secondly, the Lebanese Forces and Kataeb parties chose, yesterday to defend the interests of Lebanese students, asserting that “the public school is for Lebanese students,” as stated in a post by the Kataeb Students’ Association. They staged a sit-in in front of the Directorate of Vocational and Technical Education in Dekwaneh, in opposition to the directive that allows Syrian students to enroll in public institutions without the requirement of having a valid residency permit.
The first issue, which breaches the constitution and the law while harming countless poor and marginalized Lebanese families, has not been a priority for these two parties, either yesterday or in the past. This is not surprising, considering their track record of manipulating the public.
