كان يوم السبت، في 8 حزيران 2024، حافلاً. إذ تنافس التيار الوطني الحر والقوات اللبنانية بأفكار متطابقة على التحريض ضد الطلاب السوريين/ات، بهدف منع تسجيلهم/ن في المدارس والمعاهد في العام الدراسي المقبل، ومهما كانت «أوضاعهم/ن القانونية».
وجهت الدائرة الإعلامية في القوات اللبنانية نداءً إلى أصحاب ومدراء المدارس والمعاهد العامة والخاصة «بالتوقف فوراً عن تسجيل أي طالب سوري غير شرعي، أي لا يحمل “إقامة” صادرة عن المديرية العامة للأمن العام حصراً، وصالحة التاريخ لكامل العام الدراسي (…). مع التأكيد أن ما يسمى زوراً بطاقات اللجوء، الصادرة عن المفوضية في لبنان، تتعارض مع القوانين اللبنانية ومذكرة التفاهم الآنفة الذكر ولا يجوز بتاتاً الاستناد إليها لاعتبار أي طالب سوري غير شرعي بأنّه شرعي».
وذريعة هذا النداء هي أن «الوجود السوري غير الشرعي بات يشكل خطراً داهماً على وجود لبنان، كيانه، هويته وسلامة شعبه، ويشكل خطراً يمس ببقاء المواطن اللبناني في وطنه».
دعت اللجنة المركزية للإعلام في التيار الوطني الحر «وزير التربية عباس الحلبي وأصحاب ومدراء المدارس والمعاهد الرسمية والخاصة إلى التوقف فوراً عن تسجيل أي طالب سوري موجود بصورة غير شرعية، أي لا يحمل إقامة صادرة عن المديرية العامة للأمن العام حصراً، وتكون صالحة لكامل العام الدراسي. إن ما يسمى زوراً بطاقات اللجوء الصادرة عن المفوضية العليا للاجئين في لبنان، يتعارض مع القوانين والسيادة اللبنانية ولا يجوز بتاتاً الاستناد إليها لتشريع إقامة أي طالب سوري غير شرعي».
واعتبر البيان أن «فتح أبواب المدارس لتسجيل السوريين المقيمين بصورة غير شرعية وبمئات الآلاف هو بداية الطريق لدمجهم في المجتمع اللبناني وتغيير الهوية المجتمعية للبنان. لذا فإن أي تراخ من جانب المؤسسات التربوية في هذه المسألة يجعلها شريكاً في عملية تعريض وجود لبنان لخطر الزوال وهو أصلاً خروج عن دورها الوطني».
Ban on Syrian Education: Statements from FPM and LF
It sounds like Saturday, June 8, 2024, was eventful. The Free Patriotic Movement and the Lebanese Forces competed with similar ideas to incite against Syrian students, aiming to prevent their registration in schools and institutes in the upcoming academic year, regardless of their “legal status”.
The Lebanese Forces
The media department of the Lebanese Forces issued a call to “the owners and directors of public and private schools and institutes to immediately stop registering any illegal Syrian student, meaning those who do not hold a ‘residence permit’ issued exclusively by the General Directorate of General Security, valid for the entire academic year (…). It is emphasized that the so-called refugee cards issued by the commission in Lebanon contradict Lebanese laws and the aforementioned memorandum of understanding, and cannot be relied upon at all to consider any illegal Syrian student as legitimate”.
The rationale behind this call is that “the illegal Syrian presence has become an imminent threat to Lebanon’s existence, entity, identity, and the safety of its people, posing a danger that affects the Lebanese citizen’s ability to remain in his homeland”.
The Free Patriotic Movement
The Central Committee for Media in the Free Patriotic Movement has called on “Minister of Education Abbas Halabi and the owners and directors of public and private schools and institutes to immediately stop registering any Syrian student who is present illegally, meaning they do not hold a residence permit issued exclusively by the General Directorate of General Security, valid for the entire academic year. What is falsely called refugee cards issued by the United Nations High Commissioner for Refugees in Lebanon contradicts Lebanese laws and sovereignty and cannot be used at all to legalize the residence of any illegal Syrian student”.
The statement considered that “opening the doors of schools to register Syrians residing illegally by the hundreds of thousands is the beginning of the road to integrating them into Lebanese society and changing Lebanon’s societal identity. Therefore, any laxity on the part of educational institutions in this matter makes them complicit in exposing Lebanon to the risk of extinction, which is fundamentally beyond their national role”.
