في حلقة 25 تموز 2023 من برنامج نهاركم سعيد، عبر LBC، ابتكرت الصحافية ندى اندراوس تعبير «المغنجين الأجانب»، كتوصيف للاجئين/ات السوريين/ات والفلسطينيين/ات في لبنان. كان ضيف الحلقة وزير الطاقة وليد فياض.
لا حاجة إلى التعريف باندراوس، المشهورة بتلازم عنصريتها وعونيتها. كذلك هو الحال بالنسبة إلى فياض. وهو، كما آخرين/ات من مسؤولين/ات حكوميين/ات ووسائل إعلام، روّج في الأشهر الماضية لفكرة عدم دفع المخيمات الفلسطينية كلفة استهلاك الكهرباء.

في هذه الحلقة، حصل الحوار التالي بين المضيفة وضيفها:
– ندى: لكن دايماً المغنجين الأجانب يلي عايشين على أرضنا، المخيمات الفلسطينية شو بدك تعملو فيها؟ مخيمات النازحين يلي بكرا معاشاتنا بدنا نقدملن ياها لإنو ما منقدر نقول لا للـUNHCR.
– وليد: إي بس بدن يتعاملوا معنا بطريقة فاعلة أكتر بكتير من هيك.
– ندى: شو يعني؟
– وليد: يعني نحن لما سلطنا الضو ع هيدا الموضوع وقلنا حان الوقت، حطينا العدادات اللازمة لأن نحن ما منعرف قديه عم يستهلكوا بالمخيمات، صار في عدادات، 900 عداد تركب ع أبواب المخيمات.
– ندى: أي مخيمات؟
– وليد: مخيمات النازحين السوريين واللاجئين الفلسطينيين، فينا نعرف ع مستوى كل مخيم شو عم يستهلك كهربا.

لا شك بأن عنصرية ندى اندراوس، كما التزامها السياسي، منعاها من التفكير بطرح السؤال التالي: لماذا تأخر تركيب هذه العدادات حتى اليوم؟
هذا السؤال، على بداهته في سياق كهذا، يفتح الباب على تحميل المسؤوليات بشأن «الهدر» إلى أطراف أبعد من اللاجئين/ات، حيث يكون اتهامها مكلفاً وغير مجاني، بعكس الاتهام السهل للسوريين/ات والفلسطينيين/ات، الذين لا يحتسبون بأنفسهم/ن ما يستهلكونه من كهرباء ولا يُفوترون الكلفة، ولا يجبونها من تلقائهم/ن.

مع ذلك، التضليل هو الأساس في هذه المسألة. أي القول إن اللاجئين/ات تسببوا/ن بمشكلة قطاع الكهرباء، لا النهب المستمر منذ عقود. رغم أن هناك مخيمات فلسطينية تُجبى منها فواتير الكهرباء، كما في مخيمي مار الياس في بيروت ونهر البارد في الشمال، ومخيمات أخرى.

أما في المخيمات الفلسطينية التي لا تدفع مقابل الكهرباء المستهلكة، فلم يكن قراراً اتخذه الفلسطينيون/ات بأنفسهم/ن، كما يُشيع إعلام التضليل. ليست المشكلة في عدم وجود عدادات فحسب (وإلا لماذا التباهي بتركيبها الآن؟)، بل بذاك الشبح اللبناني المخيف أيضاً: التوطين. وهذا ما أعلنه -باستغراب واضح- مسؤول حكومي لبناني، هو باسل الحسن، رئيس لجنة الحوار اللبناني – الفلسطيني، في تصريح لتلفزيون العربي (22 حزيران 2023).
The “spoiled foreigners” pay the electricity bills

On an episode of the LBC program “Naharkom Saeed” aired on July 25, 2023, journalist Nada Andrawis came up with the term “spoiled foreigners” to describe Syrian and Palestinian refugees in Lebanon. The guest of the episode was Minister of Energy, Walid Fayad.
There is no need to introduce Andrawis, who is famous for her racism and her “Aounism”. The same applies to Fayad and other government officials and media outlets who have recently promoted the idea of not paying for the electricity consumption in Palestinian camps.

In this episode, the following dialogue took place between the host and her guest:
Nada: But it is always the spoiled foreigners who live on our land, the Palestinian refugees camps, what can be done with them? The camps for the displaced, to whom we will soon give our own salaries, because we can’t say no to the UNHCR.
Walid: Yes, but they need to cooperate with us in a much more effective way.
Nada: What do you mean?
Walid: I mean when we shed light on this issue and decided it was time, we installed meters because we didn’t know how much electricity they were consuming in the camps. Now, the meters are here, 900 of them, installed at the entrances of the camps.
Nada: Which camps?
Walid: The camps for Syrian refugees and Palestinian refugees. Now, we can monitor the electricity consumption level in each camp.

There is no doubt that Nada Andrawis’ racism, along with her political biases, prevented her from asking the following question: Why was the installation of these meters delayed until now?
The question, if asked in this context, opens the door to attributing the responsibility for “wastage” to parties rather than refugees. This accusation would be costly, unlike the easy accusation of Syrians and Palestinians who don’t account for the electricity they consume and don’t pay for it voluntarily.

However, deception is at the core of this issue. That is, to claim that refugees are the cause of the electricity sector’s problem, ignoring the embezzlement that has been going on for decades. Knowing that there are Palestinian camps where electricity bills are being paid, such as Mar Elias camp in Beirut and Nahr al-Bared camp in the North, among others

In the Palestinian camps that do not pay for the consumed electricity, the decision was not made by the Palestinians themselves, as misleading media suggest. The problem is not just the absence of meters (otherwise, why boast about installing them now?), but also the frightening Lebanese specter: naturalization. This was announced – with evident surprise – by a Lebanese government official, Bassel al-Hasan, the head of the Lebanese-Palestinian dialogue committee, in a statement to Al Araby TV on June 22, 2023:
A decision was made in 2010 to switch out the small, individual meters for the large, mega-meters that are installed at camp entrances under the justification that the individual ones facilitate Palestinian settlement.
