باعتباره وزيراً للداخلية ومسؤولاً عن الأمن، لا بد لبسام مولوي أن يعرض بتفاخر لتراجع «معدل الجرائم» في لبنان. لكن، أيضاً، باعتباره شريكاً في التحريض على اللاجئين/ات السوريين/ات، لا بد أن يعرض الاستثناء، وإلا قد يتعطل خطاب التحريض كله.

هكذا، لا يتردد مولوي في تحديد هوية المتسبب بزيادة جرائم النشل (الوجود السوري الكثيف، كما يزعم)، لكنه في المقابل يتردد كثيراً في تحديد هوية المتسبب بزيادة إطلاق النار عشوائياً، فلا يحدد أشخاصاً أو جنسيات، بل منطقة جغرافية.

As the Minister of Interior and the person in charge of security, Bassam Mawlawi had to proudly brag about Lebanon’s declining “crime rate”. But, also, as a partner in the agitation against the Syrian refugees, he had to present the exception, otherwise the whole incitement speech may be disrupted.

This way, Mawlawi was not hesitant about identifying the cause of the increase in theft crimes (the heavy Syrian presence, as he claims). Yet, on the other hand, he was very reluctant in identifying the reasons behind the increase of the random shootings, so he chose not to specify people or nationalities, but rather pointed out a geographical area.
