في 14 نيسان الحالي، أصدرت جامعة بيروت العربية جدول الزيادات على الأقساط، التي بدأت برفعها ابتداءً من العام 2020، لتصل اليوم إلى دولرة كاملة وبزيادة نسبتها 250 في المئة.
اضطر على إثر ذلك العديد من الطلاب إلى ترك الجامعة، بسبب عدم القدرة على تغطية تكاليفها. يقول أحد هؤلاء الطلاب لـ«أخبار الساحة»: «لما بلشت بخريف عام 2021 كان قسطي 8 ملايين ليرة، هلق القسط بكلية العلوم الإنسانية 2300 دولار. صرنا معوّدين على الجامعة إنها تزيد الأقساط كل فصل من دون ما ترجع للطلاب، بس هالزودة الأخيرة دولرة كاملة. بالفصلين الماضيين صار واضح إنه عدد الطلاب عم يزيد، والصفوف ومرافق الجامعة بلشت تحمل أكثر من قدرتها».
التمثيل الطلابي ممنوع
تمنع إدارة الجامعة العمل السياسي منذ سنوات، ولا تجري انتخابات للمجالس الطلابية ولا تؤمن أي تمثيل للطلاب. كما تمنع تسجيل النوادي، إذ لم يستطع الطلاب تسجيل النادي العلماني والنادي النسوي وحتى نادي الأفلام.
في كانون الثاني 2022، نُفذ اعتصامين بعد دولرة جزئية للأقساط، بالتنسيق بين الطلاب في فرعي بيروت وطرابلس. بعدها، طلبت الإدارة من عدد من الطلاب المحتجين/ات، على نحو عشوائي، الاجتماع بعميد شؤون الطلاب صبحي أبو شاهين (المعروف بسوء سمعته على إثر شهادات عدد من الطلاب ضده)، لنقل مطالبهم/ن.
«كان واضح خلال الاجتماع إنو مش جاي يسمع، بس جاي يحكي، وما في أفق للنقاش. ما كان لبق بالحديث، كان يقطشنا ويختار مين فينا يحكي ومين لا. وكان فيه طبعاً انعدام للشفافية المالية ورفض طلبنا بالحصول على جداول النفقات والإيرادات، لنعرف وين عم تروح الأقساط، واستعمل احترام بعض الطلاب الو لياكل راسهم. أما بالنسبة للطلاب يلي ضلو يسائلوه، فطلب بعد التحرك التاني يلي انعمل السنة الماضية من الأمن ما يخلوهن يطلعوا لعندو، وراحوا ممثلين تانيين. هيك بتمتص الجامعة التحركات الطلابية».
اختلاس وفساد
تزعم الجامعة أن هذه الزيادة «لا تغطّي سوى نفقات تشغيل الجامعة وتحسين مستواها التعليمي، غير آخذةً بالاعتبار الوضع المعيشي للطلاب وصعوبة دفع التكاليف بالدولار الأميركي»، وفق ما جاء في بيان النادي العلماني في الجامعة.
وتزامن قرار زيادة الأقساط «مع اتهامات بالاختلاس والفساد وسوء الإدارة تطال مجلس أمناء وقف البر والإحسان، المسؤول عن مراقبة إدارة الجامعة، وفي ظلّ ضغط سياسي لإسقاط الدعوى المرفوعة ضدهم أمام القاضي الشرعي السني في بيروت الشيخ وائل شبارو»، وفق البيان نفسه.
وبينما دعا بيان النادي إلى الانتظام والدفع نحو الحق في التمثيل الطلابي والمشاركة في اتخاذ القرارات، أطلق الطلاب، أمس الثلاثاء، هاشتاغ #تراجعي_بيروت_العربية معبرين عن رفضهم/ن للقرار.
Beirut Arab University students are protesting against the dollarization of the tuition fees
On the 14th of April, the Beirut Arab University issued a timetable for the increases in the tuition fees, which it originally began to raise in 2020, to reach full dollarization today, with a rise of 250 percent.
As a result, many students were forced to leave the university, due to their inability to cover such costs. One of these students tells Akhbar Al-Saha: “When I started in the fall of 2021, my tuition was 8 million LBP. Now the tuition for the Faculty of Humanities is $2,300. We are accustomed to the university increasing the tuition every semester without even announcing it to the students, but this last time, it is a full dollarization.” In the past two semesters, it has become clear that the number of students is increasing, and the classrooms and university facilities have begun to load more than their capacity.”
Student representation is prohibited
The university administration has been preventing political action for years. It does not hold elections for student councils and does not even provide any representation for them. It has also inhibited the registration of clubs, as students could not enroll in the secular club, the women’s club, or even the film club.
In January 2022, two sit-ins were carried out after a partial dollarization of tuition took place, in coordination between students in the Beirut and Tripoli branches. After that, the administration randomly asked a number of protesting students to meet with the Dean of Student Affairs, Sobhi Abou Shaheen (who’s known for his bad reputation due to the testimonies of a number of students against him), to convey their demands.
“It was clear during the meeting that he was not there to listen to us, but rather to speak, and there was no way of discussion with jim. He was not diplomatic during the conversation, he was interrupting us and choosing who among us is allowed to talk and who’s not. There was, of course, a lack of financial transparency, where he refused our request to obtain the expenditure and revenue tables, so that we can know where the tuition money is being spent. He took advantage of the respectful attitude of some students to his own good. As for the students who kept interrogating him, he asked the security to not let them in to meet him after the second protest that took place last year. This is how the university absorbs student movements.”
Embezzlement and corruption
The university claims that this increase “does not cover only the expenses of operating the university and improving its educational level, without taking into account the students’ living conditions and the difficulty of paying costs in USD,” according to the university’s secular club statement.
The decision to increase the tuition coincided with accusations of embezzlement, corruption and mismanagement against The Board of Trustees of Righteousness and Charity, which is responsible for monitoring the university’s administration, in light of a political pressure to drop the case against them before the Sunni Shariaa judge in Beirut, Sheikh Wael Shabaro”, according to the same statement.
While the club’s statement called for consistently and for urging towards the right for student representation and participation in decision-making, the students launched, yesterday, Tuesday, the hashtag #Retreat_Arabic_Beirut, expressing their refusal of the decision.
