على خلاف سابقه، لم يكن الخطاب العنصري تجاه اللاجئين/ات السوريين/ات في شهر آذار 2023 قليلاً، بل العكس تماماً. كان شهراً حافلاً بالمواقف الرسمية، المقالات، المقابلات، والتحليلات التحريضية والتضليلية، التي استندت إلى أرقام ووقائع من صنع خيال قائليها، كي تخبرنا وتنبهنا إلى «الخطر الديموغرافي» الذي يشكّله اللاجئون/ات على لبنان، ودورهم/ن في المؤامرة الكونية التي دمرت اقتصاده.

قال النائب جميل السيد، في مقابلة مع برنامج نهاركم سعيد (LBC)، مخاطباً محاورته، «أنت بتجيبي قرض قمح بـ350 مليون دولار، ربعه بيروح للنازح السوري، وبتاخديه دين، فيكن تعيشوا اللبناني بمستوى النازح السوري؟ انترنت، كهربا، جور صرف صحي وفوط صحية ببلاش، واللبناني بياخد تذكرة سورية ليقدر يفوت ع المستشفى الحكومي لأنو السوري بيدفع دولار بيفوت دغري بينما اللبناني بينطر كل النهار».

أصدرت بلدية الماري والمجيدية (قضاء حاصبيا) قراراً يمنع «الاختلاط أو التقارب من النازحين السوريين مهما كانت الأسباب»، بحجة الاشتباه بإصابة عائلة سورية بالكوليرا، تبيّن فيما بعد أن العائلة مصابة بالتسمم الغذائي. لكنّ البلدية المتمثلة برئيسها يوسف فياض لم تعتذر عن الخطأ الذي ارتكبته.

ظهر وزير الداخلية السابق محمد فهمي في لقاء مع برنامج سبوت شوت، عرض فيه مع مقدّم البرنامج رشاد الزغبي مقاربتهما العنصرية لوجود اللاجئين/ات السوريين/ات والفلسطينيين/ات في لبنان. فحين سأله المُحاور «الخطر الديموغرافي، وتهديد الوجود المسيحي في لبنان، هل لبنان بتنوعه هذا مهدد بالتفكك عبر التجنيس والتوطين؟»، ردّ الوزير السابق «شفت ليه تم تفكيك وتحليل مؤسسات الدولة اللبنانية؟ من أجل الضغط على الدولة اللبنانية لتوطين بعض النازحين السوريين وتوطين اللاجئين الفلسطينيين».

صرّح النائب غسان سكاف (مستقل) أن وجود اللاجئين/ات السوريين/ات في لبنان يشكّل «تغييراً ديموغرافياً سيطال بشكل أساسي المسيحيين، وهذا أمر خطير. كما أن وجودهم في لبنان ليس كما هو الوضع في الأردن وتركيا حيث يتواجدون ضمن مخيمات، وهذا الأمر قد يؤدي إلى خطر أمني في المستقبل».

فتح محافظ بعلبك الهرمل بشير خضر جبهةً على اللاجئين/ات السوريين/ات في فيديو صُور خلال اللقاء التنسيقي للجمعيات العاملة مع اللاجئين/ات، الذي دعت إليه دار الفتوى في بعلبك، حيث قال «بعد في إنو بيع كلوة لحتى نقدر نكفّي شغل، كل العبء علينا، أنا مستعد اشتغل ببلاش بس مش لموضوع النزوح وأمور أخرى»، معتبراً أن راتبه صار أقلّ من المساعدة المالية التي تقدمها مفوضية الأمم المتحدة للاجئين/ات السوريين/ات، وهي مليون ليرة لبنانية.

غرّد النائب إلياس حنكش (حزب الكتائب)، تعليقاً على حادثة خطف وسرقة المعلمة فريال نعيمة في برمانا، «مع اكتظاظ النازحين السوريين وتردّي الوضع الاقتصادي وفلتان الوضع الأمني سيتكرر ما حصل في برمانا مع الآنسة فريال نعيمة، إن لم تضرب القوى الأمنية بيد من حديد وسوق المجرمين إلى السجن لتكون عبرة لكل من يخل بأمن قرانا».

منع محافظ بيروت مروان عبود السوريين/ات من دخول حرش بيروت، حيث نقل حارس في الحرش أنه «عاطينا قرار إنه ممنوع السوريين يفوتوا عالحرش غير اثنين وثلاثاء» (المصدر: استديو أشغال عامة).
نشر موقع هنا لبنان فيديو من إعداد سلام الزعتري يصف فيه اللاجئين/ات السوريين/ات بـ«الخطر على الأمن الاجتماعي»، معتبراً أن غياب العدالة الاجتماعية في «بلد منهار، عم تعطي الأفضلية للنازح» وأن «فوات الأوان في معالجة قضية النازحين سيغيّر وجه وهوية لبنان».
حرض مجد حرب (ابن النائب السابق بطرس حرب) على اللاجئين/ات السوريين/ات، في تغريدة على حسابه في تويتر، قائلاً «تعرض عدد من مشاريع البلاستيك الزراعية في بساتين العصي [البترون] لأعمال تخريبية من قبل عمال سوريين بعد فشلهم في وضع شروط تعجيزية على أرباب عملهم. أو الدولة بتضرب بيد من حديد أو الأهالي ما رح يقصّروا».
كتب الصحافي نجم الهاشم مقالاً في موقع اندبندنت عربية بعنوان «أزمة النازحين السوريين في لبنان، حرب واحدة في دولتين»، حمّل فيه مسؤولية سوء الأوضاع المعيشية في لبنان للاجئين/ات السوريين/ات، قائلاً «الضغط الأمني الذي يشكله هؤلاء يبقى جزءاً من المشكلة الكبرى التي تتفرع منها مشكلات كثيرة، فعبء النزوح السوري بدأ يضغط على اللبنانيين الذين يعيشون أزمة معيشية ومالية لا قدرة لهم على تحملها».

نشر موقع Lebanon post على حسابه في تيك توك فيديو بعنوان «12 مليون نازح سوري في لبنان بعد 12 سنة»، مستنداً إلى الأرقام المضللة التي طرحها محافظ بعلبك الهرمل بشير خضر، بشأن ولادات السوريين/ات.
قال وزير المهجرين عصام شرف الدين، في مقابلة مع سبوت شوت، إن «مخيمات [اللاجئين/ات السوريين/ات] فيها خلايا نايمة، هيدا شي مخيف، إذا أخدت نسبة واحد بالألف منن، بتتخيل شو بيصير؟ في خطر ديموغرافي».
غرّد الصحافي ريكاردو الشدياق، عبر حسابه في تويتر، «طفح الكيل. كارثة النازحين السوريين تخطّت الخطوط الحمراء. هناك شعب يعيش مع إمتيازات على أرض شعب «مش عايش». محلاّت أجنبيّة تفتح حديثاً في لبنان وتوظّف النازحين السوريين بدل المواطنين اللبنانيين. هذه المجزرة لا تتحمّل مسؤوليّتها الـNGOS بل الجهات التي تاجرت بملف النزوح منذ الـ2011».

قال رئيس التيار الوطني الحر جبران باسيل، في خطاب أمام مناصري تياره، «هناك مصدر خطر هو اتجاه دولي واضح من أوّل يوم لنقل النازحين واللاجئين لوضعية التجنيس والتوطين، وإذا ما تسرّعت عودتهم، فالتحوّل الديمغرافي وتغيير الهوية السكانية بيفرضوا أمر واقع بينهي صيغة لبنان وهويته».
وأضاف «تصوّروا كيف بيكون لبنان بعد عشر سنين لو بقيوا النازحين واللاجئين واستمرّت أعداد ولاداتهم تفوق 5 مرّات أعداد ولاداتنا! نحنا ما بدنا خلاف مع الغرب، ولكن ما منسلّم رقبتنا ومنتفرّج على زوال بلدنا ارضاءً لمصالحه. الضغوط كبيرة وبلغت حدّ التهديد… اسألوني!».

كتب الصحافي في جريدة نداء الوطن طوني عطية تقريراً بعنوان «البشيران يقولان حقيقة النازحين المرّة…»، قال في مقدمته إن «أخطر ما تحمله الشعوب في هجرتها أو نزوحها أو لجوئها إلى بلد آخر، ليس طلبات الحماية والأمان والعمل ولقمة العيش، بل الأفكار، خصوصاً إذا كانت مُعلّبة في مصانع الآيديولوجيات والقوميّات القاتلة التي تحقن الإنسان بدل تربيته. على اللاجئين أو بعضهم أن يمزّقوا دفاتر البعث أقلّه في أماكن لجوئهم، وأن يبدّلوا نظرتهم إلى لبنان ويحترموا تكوينه التاريخي والديموغرافي والسّياسي».
واستند التقرير إلى حديثين مع محافظ بعلبك الهرمل بشير خضر، ورئيس بلدية القاع بشير مطر، الذي قال «نحن حمينا النازحين بعد الاعتداء علينا في العام 2016. كان بإمكان شعبنا المذبوح إقتلاع المخيمات من جذورها. يريدون استغلالنا بأفكار بالية دفعنا ثمنها غالياً. نحن شعبان في دولتين. لكلّ منا حدوده وسيادته وجيشه».
علّق النائب شربل مارون (التيار الوطني الحر) في برنامج حوار اليوم (OTV) على ادّعاء لاجئ سوريّ على مواطن لبناني «أحد النازحين يلي لا يملك أوراق، يعني هو نازح، فايت غير شرعي لعندك، بدي افهم حقوقه المدنية كيف بيكتسبها؟ منتلقّى بشي إنو رافع شكوى واصف فيها أحد الأشخاص بصغبين انو رافع سلاح وتعرضله، وبيهدده، وبيطلب منه خوّة بالليل. الشخص هو متقاعد من المؤسسة العسكرية، بدال ما نشكره ونحترمه ونجلّه، بنستدعيه ع المخفر بشخص نازح سوري مكسورة أوراقه! هيدي كسر هيبة الدولة».

قال رئيس اتحاد بلديات دير الأحمر جان فخري، في مقابلة مع إذاعة صوت لبنان، «وقت أنا عم حافظ على مجموعة على صعيد السلامة والإنسانية وبلاقي هالمجتمع بطل نازح وصار عم يتولد فيه تجارة مخدرات وتجارة سلاح ودعارة وسيارات وموتويات قد ما بدك غير شرعية…».

نشرت جريدة النهار تقريراً بعنوان «قرار بترحيل 8 أفراد من النازحين السوريين المخلّين بأمن القاع وخارجها»، قال فيه رئيس بلدية القاع بشير مطر «لن نقبل بوجودهم مطلقاً داخل نطاق البلدة وأهلهم أيضاً، يوجد 30 ألف نازح على طول مساحة البلدة 180 كيلومتراً، ليس بقدرتنا حماية أمننا ومنشآت البلدية».

كتبت الصحافية في جريدة النهار لينا إسماعيل تقريراً عنوانه «بلديات بقاعية تتشدّد مع النازحين المخلّين لحماية أمنها… ومنظمات تتصرف في المخيمات وفق أجنداتها»، اعتبرت فيه أن «النازحين هم وقود العمليات المخلة بالقانون للمطلوبين اللبنانيين، إلى جانب تشكيل بعضهم عصابات ناشطة داخل المنطقة».

نشرت جريدة النهار فيديو وصفته بـ«المواجهة» بين لاجئ سوري ورئيس بلدية القاع بشير مطر، الذي ظهر كأنه في تحقيق رسمي مع متّهم، قائلاً له «يعني انت هلأ بتقبض عن 3 نسوان و16 ولد من الأمم المتحدة، قول ع الكاميرا إنك بتقبض 16 مليون».
ألحقت النهار هذا الفيديو بآخر، أعطت فيه مساحة كافية لرئيس بلدية القاع بشير مطر ليؤكّد على عنصريته «أنا عنصري وقت عم قول الحقيقة، أنا عنصري وقت عم قول إنه بعد 10 سنين ما رح يكون إلنا مطرح بهالبلد هيدا، أي صح أنا عنصري وبفتخر».

It was a month filled with official stances, articles, interviews, and provocative and misleading analyses based on numbers and facts created by the imagination of those who proclaimed them, that aim to show and alert us about the “demographic threat” posed by the refugees to Lebanon, and their role in the global conspiracy that deteriorated its economy.

The deputy in the parliament Jamil Al-Sayed said, in an interview with the “Nharkom Said” program (LBC), addressing his interlocutor, “You can get a wheat loan of 350 million USD, where a quarter of which goes to the displaced Syrians, and you’re in debt. Would you be able to give the Lebanese the same level of livelihood of that of the displaced Syrian?
Internet, electricity, sewage and sanitary pads for free, whereas a Lebanese person has to borrow a Syrian ID to be able to go to the governmental hospital because the latter pays in dollars and gets to go in with ease, while he has to wait all day.

The municipality of Al-Mari and Al-Majidiyeh (Hasbaya district) issued a decision that prohibited “mixing or coming near the displaced Syrians, regardless of any reason”, claiming that a Syrian family was suspected of being infected with cholera. Later, it turned out that the family actually had food poisoning. However, the municipality, represented by its president, Youssef Fayyad, did not issue any apology for the mistake that it had made.

The former Minister of Interior, Mohammed Fahme, presented in an interview with the “Spot Shot” program, along with the presenter Rashad Al Zoghbi, their racist approach to the presence of Syrian and Palestinian refugees in Lebanon.
When the interviewer asked him if “with the demographic danger and the threat to the presence of Christians here, is Lebanon, with its diversity, threatened with disintegration through naturalisation and settlement?” The former minister replied with “do you understand now why the institutions of the Lebanese state have been dismantled and demolished? In order to put pressure on the government to settle some of the displaced Syrians and the Palestinian refugees.”

Nidal Al-Ahmadiyye, editor-in-chief of Al-Jaras magazine, said, in an interview with “Kitab Al-Mashahir” program (Al-Jadeed TV), that “This immoral merchant who sells ice cream has employed Syrians in all of the branches, and we all boycotted him, because the Lebanese wanted 5,000 LBP more than the Syrian. Others come and occupy your land, your water, your electricity, your work, your job opportunities, your road, your cars, and cause a demographic change.”

Deputy in the parliament Ghassan Skaff(independent) stated that the presence of Syrian refugees in Lebanon constitutes a “demographic change that will mainly affect Christians, which is a dangerous matter. In addition, their presence in Lebanon is not regarded as identical to their presence in Jordan and Turkey, where they live in camps. This matter may lead to a future security risk”.

The Governor of Baalbek-Hermel, Bashir Khodr, was shown igniting against the Syrian refugees, in a video filmed during the coordination meeting of the associations working with the refugees, which was called for by Dar el-Fatwa in Baalbek, where he said, “what’s left is for me to sell my kidney so that I could afford to proceed with my work. We are the only ones carrying this burden, I am ready to work for free, but not for the issue of displacement and other things”, believing that his salary has become less than the financial assistance provided to the Syrian Refugees by the United Nations High Commissioner, which amounts to 1 million LBP.
This video was followed by several tweets in which the governor held the refugees responsible for the collapse in Lebanon.

Lawyer Joseph Abu Fadil demanded, in an interview with the “Hona Beirut” program Al-Jadeed TV), that the Syrian refugees be placed in camps on the common border, because “their presence between us would constitute an explosion.”
Commenting on the kidnapping and the robbing of Ferial Niameh, a teacher in Broummana, the deputy in the parliament Elias Hanakash (Al-Kataeb Party) tweeted, “With the overcrowding of the displaced Syrians, the deterioration of the economic situation, and the chaos of the security, what happened in Broummana with Ms. Ferial Niameh will be recurrent in case the security forces do not strike with an iron fist and drag the criminals to prison, so they can be a lesson to all those who want to disturb the security of our towns”.

“Houna Lebanon” website published a video prepared by Salam Al-Zaatari describing Syrian refugees as a “threat to social security”, considering that the absence of social justice in “a collapsed country gives preference to the displaced” and that “being late in addressing the issue will change the face of Lebanon’s identity”.
Majed Harb (son of the former deputy Boutros Harb) incited against the Syrian refugees, in a tweet on his Twitter account, stating that, “A number of agricultural plastic projects in Basateen al-Aassi (Batroun) were subjected to acts of vandalism by Syrian workers after they failed to set conditions incapacitating their employers. The government must strike with an iron fist, or the people will not fail to do so”.
The journalist Najem Al-Hashem wrote an article on the Independent Arabia website titled “The Crisis of the Displaced Syrians in Lebanon, One War in Two States”, in which he held the Syrian refugees responsible for the poor living conditions in Lebanon, saying, “The security pressure posed by Syrians remains part of the major problem from which other problems derive, as the burden of the Syrian displacement has begun to coerce the Lebanese who are living in a livelihood and a financial crisis that they cannot bear.”

Lebanon post website published a video titled “12 million displaced Syrians in Lebanon after 12 years”, on its TikTok account, based on the deceiving figures that were put forward by the governor of Baalbek-Hermel, Bashir Khodr, regarding the births of Syrians.
The Minister of the Displaced, Essam Sharafeddine, said in an interview with Spot Shot, “The (Syrian refugee) camps have sleeping cells, which is a daunting fact. Do you imagine what would happen if you take one in a thousand percent of them? There is a demographic danger”.
The journalist Ricardo Chidiac tweeted, on his Twitter account, “Enough is enough. The catastrophe of the displaced Syrians has crossed the red lines. There are people who live with privileges on the land of the people who are “barely living”. Foreign shops are now being opened in Lebanon and they’re employing the displaced Syrians instead of the Lebanese citizens. This massacre’s responsibility is not borne by the NGOS, but rather the parties that have traded in the displacement file since 2011.”

The head of the Free Patriotic Movement, Gebran Bassil, said in a speech to the supporters of his movement, “There is a source of danger, which is a very evident international course, from the very beginning, to transfer the displaced Syrians and the refugees to the state of naturalisation and resettlement. If their return is not accelerated, the demographic shift and the change of the Lebanese identity will impose a reality that would end Lebanon’s shape and identity.” .
He added, “Imagine what Lebanon would be like in ten years, if the displaced and refugees remained, and the number of their births continued to exceed 5 times the number of ours! We do not want a dispute with the West, but we cannot surrender our neck and watch the demise of our country to satisfy its interests. The pressure is great and it has reached the point of threat… Ask me about it!”.\

Tony Attia, a journalist for Nidae Al-Watan newspaper, wrote a report titled “The Two Bashirs tell the Bitter Truth of the Displaced…”, where he said in its introduction that “the most dangerous thing that people endure in their migration, displacement or asylum to another country is not the requests for protection, safety, work and a living, but rather for ideas, especially if they are people canned in the factories of murderous ideologies and nationalisms, that get injected in a person instead of educating him. The refugees, or some of them, must tear up their “Baath” notebooks, at least in their places of refuge, and they should change their view of Lebanon and respect its historical, demographic and political formation”.
The report was based on two talks with the Governor of Baalbek-Hermel, Bashir Khodr, and the Mayor of Al-Qaa, Bashir Matar, who said, “We protected the displaced Syrians after we were attacked in 2016. Our slaughtered people could have uprooted their camps. They want to exploit us with outdated ideas, for which we paid dearly. We are two people in two states, each of us has his own borders, sovereignty and army.”
The deputy in the parliament Charbel Maroun (Free Patriotic Movement) commented during the Today’s Dialogue program (OTV) on a complaint that was filed by a Syrian refugee against a Lebanese citizen, “One of the displaced who does not have papers, meaning he is a displaced person who came illegally here. I ought to understand how he acquires his civil rights.
We came to figure that this person complained that he is being assaulted at gunpoint and threatened by a man in Saghbine, who asks for a sum from his gains during the night.
This man is a retired militant.
Instead of respecting and honouring him, he gets summoned to the police station because of a displaced Syrian whose papers are broken! This is a deterioration of our prestige”.

The head of the Union of Deir al-Ahmar’s Municipalities, Jean Fakhri, said in an interview with the Voice of Lebanon radio, “While I was protecting a group of people in terms of safety and humanity, I have found that this society stopped being displaced, it became filled with drug dealing, arms trade, prostitution, and plenty of illegal cars and motorcycles…”.

There are 30 thousand displaced Syrians along the area that is 180 km. We are not capable of protecting our security and the municipal facilities.”

The journalist in Annahar newspaper, Lina Ismail, wrote a report entitled “Municipalities in the Bekaa area are being strict with the displaced syrians in order to protect its security … and organisations in the camps act according to their own agendas”, in which she considered that “those displaced Syrians are the fuel of the illegal operations done by the wanted Lebanese, in addition to the formation of some active gangs within the region.”

Annahar newspaper published a video that it described as a “confrontation” between a Syrian refugee and the head of the municipality of Al-Qaa, Bashir Matar, who appeared as if he was in an official interrogation with an accused person, telling him, “I mean, you will now get paid on behalf of your 3 women and 16 children from the United Nations, tell the camera that you will receive 16 million.”
Annahar appended this video to another, in which it gave enough space to the head of municipality of Al-Qaa, Bashir Matar, to assert his racism. “If I am racist when I say the truth. If I am racist when I say that in 10 years there will be no place for us in this country, then yes, I am a proud racist”.
