أصدرت بلدية الماري والمجيدية (قضاء حاصبيا)، أمس الأربعاء، قراراً بالحجر على اللاجئين/ات السوريين/ات في نطاقها (بلدات الماري والمجيدية والعباسية)، مانعة التواصل معهم/ن «مهما كانت الأسباب»، بذريعة الاشتباه بإصابة إحدى العائلات السورية بالكوليرا.
واستندت البلدية في تعميمها، كما أوضح بيان رئيسها يوسف فياض، إلى «قرار قضائي» تبلّغته عبر مخفر راشيا الفخار.
لم تتمكن «أخبار الساحة» حتى الساعة من التأكد من وجود هذا «القرار القضائي»، لكن صدوره قد يعد سابقة. ليس لأن القضاء ليس معنياً بفرض حجر صحي جماعي (والأسوأ على حاملي جنسية معينة) فحسب، بل إن وزارة الصحة نفسها المعنية – مع السلطة التنفيذية- بإصدار قرارات الحجر، لم تعلن اتخاذ هكذا إجراء بعد. لا الآن، ولا منذ انتشار الوباء قبل أشهر.
كما أن الحالات التي نقلت إلى مستشفى مرجعيون الحكومي، وقدرها رئيس البلدية في حديثه أمس إلى جريدة الأخبار بـ«12 لاجئاً»، كانت قد أسعفت بظن تعرضها للتسمم. وحتى الآن، لم تعلن وزارة الصحة تسجيل إصابات جديدة في هذه المنطقة. كما أن تقريرها اليومي بشأن الترصد الوبائي لم يذكر، منذ نحو أسبوع على الأقل، تسجيل أي إصابة مثبتة بالكوليرا، في مختلف الأراضي اللبنانية.
هكذا، منحت البلدية نفسها، بشخص رئيسها المحب للشبيح مروان خيرالدين، صلاحيات لا آخر لها. وعممت قراراً غير قانوني وعنصري، حتى قبل صدور نتائج الوزارة، فارضة إجراءً هو أقرب إلى العقاب منه إلى الإجراء الوقائي، الذي يفترض أن يقتصر على المصابين/ات ومخالطيهم/ن، كأفراد.
وفياض لم يخف ذلك، وممن سيخاف؟ إذ قال في بيانه «من الضروري أن يكون هناك حجر على النازحين في أماكن إقامتهم، تحت طائلة المسؤولية، بانتظار ما ستقوم به وزارة الصحة من خطوات وتدابير وقائية تجنباً لتفشي هذا الوباء بين أبناء المنطقة».
The municipality of al-Mari and al-Majidiyeh imposes quarantine on Syrian refugees
Yesterday, Wednesday, the municipality of al-Mari and al-Majidiyeh (Hasbaya district) issued a decision to quarantine the Syrian refugees within its territory (the towns of Al-Mari, Al-Majidiyeh, and Al-Abbasiya), forbidding any contact with them “for whatever reason,” under the pretext of suspecting that a Syrian family had contracted cholera.
This circular was based, as indicated by the statement of the head of the municipality, Youssef Fayyad, on a “judicial decision” notified through the “Rashaya al-Fakhar” police station.
“Akhbar al-Saha” is yet to confirm the actuality of this “judicial decision”, but it being, if truth be told, issued may set a precedent. Not only because the judiciary’s job does not include imposing a collective quarantine (substandardly on those who are of a particular nationality). The Ministry of Health who’s -in parallel with the executive authority- concerned in issuing quarantine decisions, has not yet announced such a measure. Not now and not even since the outbreak of the epidemic months ago.
In addition, the cases that were transferred to “Marjayoun Governmental Hospital”, which the head of the municipality, in his interview with “Al-Akhbar” newspaper, yesterday, roughly calculated as “12 refugees”, were treated with the suspicion that they were poisoned. So far, the Ministry of Health has not announced the registration of new infected people in this region. In addition, its daily epidemiological surveillance report did not even mention, for at least a week, the recording of any confirmed cases of cholera in the various Lebanese territories.
In this way, the municipality granted itself endless powers, through its president, the biggest fan of the persecutor Marwan Khair al-Din. Then it circulated an illegal and racist decision, even before the Ministry’s results themselves were issued, imposing a procedure that is closer to punishment than to a preventive measure, which is originally supposed to be limited to the infected people and those who contacted them, as individuals.
Fayyad did not even bother to hide that, who is to scare him? He said in his statement, “It is necessary for the displaced to be quarantined in their homes, bearing their own responsibility and culpability, while we await the steps and the preventive measures that the Ministry of Health will follow to avoid the spread of this epidemic among the people of the region.”
